And I can't make it so members can't make their own topics because the only way I'm allowed to do that is to make it so that no one can post at all, including replying.

You sure? When I still had hobotopia (which is now who knows where) I'm pretty sure you could make it so they couldn't make a topic, but could reply... I could be mistaken though...
